• I have been interested in the problems of crisis response for several years

• Have discussed the nature of terrorist activities (BioTerrorism 2000 Conference)

  • People have generally not believed that the scenarios were possible

• We were not adequately prepared on 9/11/01

• Thousands killed, billions of dollars of damage done, at low cost to terrorists
